LIHEAP (Low Income Home Energy Assistance Program)

This is an income based program. Based upon population and the percent of poverty, state funding allows each Community Action Agency to assist families to pay utility bills. The program primarily pays heating bills, but during times of extreme temperatures, funds may be allocated to assist with cooling costs. The program is divided into three phases: Subsidy, Crisis, and Summer Cooling.

Subsidy. Based upon family size and income, households receive pre-determined amounts that are sent directly to their utility provider to assist with heating costs.
Crisis. Households who are assisted in this program have to be in or will soon be facing a heating crisis. The household must be within 48 hours of having their utilities disconnected or within four days of being without coal, wood, propane, or kerosene.
Summer Cooling. During periods of extreme summer temperatures, funds may be allocated to assist with cooling costs of low income households.
