CSBG
The Social Services Program is administered through the Community Services Block Grant (CSBG) funding. The funding allows Northeast to operate six offices in the agency‟s five-county service area. Each county takes applications, makes referrals, and provides services to the low-income individuals in the area. We are looked upon as the agency most able to provide assistance during crisis situations. The CSBG offices administer the Low Income Home Energy Assistance Program (LIHEAP) to help families who meet income guidelines to obtain assistance with the high costs of heating bills. The staff works closely with the local utility providers to insure that no family is without adequate heat.
Columbia Gas Energy Assistance Program (EAP)
Columbia Gas of Kentucky's Energy Assistance Program (EAP) is designed to supplement the Low-Income Home Energy Assistance Program (LIHEAP). EAP works by providing participants with a subsidy each month of the winter heating season (November-March). The subsidy is credited to the participant's Columbia Gas account each month. This program is only available in Boyd, Greenup and Lawrence Counties.
Home Energy Assistance Program (HEAP)
In collaboration with American Electric Power, a Home Energy Assistance Program (HEAP) was started as the result of a rate settlement case with the state of Kentucky. Income qualifying American Electric Power households receive credit applied to their electric bill seven months out of the year.
